People Smugglers Among 30 Given Post-Sentence Restrictions — NCA Ancillary Orders

Suspects / Offenders

Dilshad Shamo, Ali Khdir (South Wales) & Ramal Briem (Wolverhampton), plus 27 others

Location

South Wales / Wolverhampton — UK

Three convicted people smugglers are among 30 individuals who have been warned they will remain on the NCA's radar after serving their prison sentences, following the publication of the latest ancillary orders list (27 May 2026). Dilshad Shamo and Ali Khdir from South Wales were jailed for 19 years each in April for their roles in a multi-national people smuggling ring moving migrants from Iraq, Iran and Syria into Europe and onwards to the UK. They used WhatsApp to communicate with smugglers across Europe, advertising routes and services on messaging and social media apps. Ramal Briem from Wolverhampton was arrested by the NCA at his home in July 2024. NCA investigators identified him as part of an international gang that helped hundreds reach the UK illegally, including via small boat. He was jailed for over 10 years in March. All three will face Serious Crime Prevention Orders (SCPOs), placing restrictions on travel, communications, and finances after serving their sentences. The NCA noted that being subject to a SCPO makes offenders 'toxic to other criminals.' Tackling organised immigration crime remains a priority for the NCA, with over 100 investigations ongoing and arrests for people smuggling offences up 55% to 300 in the year to April 2026.

Outcome: Shamo: 19 years | Khdir: 19 years | Briem: 10+ years

West Sussex Man Admits Paying to Have Children Sexually Abused in Philippines — 36 Offences

Suspects / Offenders

Robert Pasteiner, 76, of Chichester, West Sussex

Location

Chichester, West Sussex — UK / Philippines

Robert Pasteiner, 76, from Chichester, pleaded guilty to 36 child abuse offences at Portsmouth Crown Court on 22 May 2026, including paying for children in the Philippines to be sexually abused to order. NCA investigators identified Pasteiner through suspicious payments totalling over £200,000 made to individuals in the Philippines, including arrested facilitators of live-streamed child sexual abuse (CSA). He was arrested in February 2023 at Heathrow Airport shortly before departing for the Philippines. His phone revealed he had arranged to meet a 12-year-old girl at his hotel. Luggage searches found perfume, jewellery, condoms, Viagra, a large quantity of Filipino Pesos, and false documents. Fifteen electronic devices were seized from his home — six containing indecent images of children. Handwritten notes documented his contacts in the Philippines, including payment records described as being for a 'show'. The NCA worked closely with the National Bureau of Investigation (NBI) and Philippine National Police to identify and safeguard victims. Sentencing scheduled for 23 July at Portsmouth Crown Court.

Outcome: Guilty plea — sentencing 23 July 2026

Lorry Driver Jailed for Smuggling £7m Cocaine Hidden in Truck Carrying Kim Kardashian's Skims Clothing

Suspects / Offenders

Jakub Jan Konkel, 40, of Kartuzy, Northern Poland

Location

Port of Harwich, Essex — UK

Polish national Jakub Jan Konkel, 40, was sentenced to 13 years and six months in prison at Chelmsford Crown Court on 18 May 2026 following an NCA investigation. On 5 September 2025, Konkel was stopped by Border Force at the Port of Harwich as he arrived from the Hook of Holland on a ferry carrying 28 pallets of Kim Kardashian's Skims underwear and clothing — a legitimate consignment. His vehicle had been specially adapted with a hidden compartment constructed in the skin of the rear trailer doors, concealing 90 packages each containing 1kg of cocaine with a street value of approximately £7.2m. Konkel's tachograph revealed a 16-minute undeclared stop — when it is believed the drugs were loaded. He initially denied knowledge of the drugs but eventually pleaded guilty, confessing he agreed to smuggle them for a payment of 4,500 Euros. Neither the exporter nor importer of the Skims clothing were connected to the smuggled load.

Outcome: 13 years and 6 months — Chelmsford Crown Court

Criminals Jailed Over Elaborate Airport Cocaine Conspiracy — 400kg+ Through Manchester Airport

Suspects / Offenders

Elton Hallaci, 32 (Albanian); Artur Iseberi, 27 (Albanian); Dale Creen, 35 (British); Dale Hosker, 49 (British, sentencing 1 June)

Location

Manchester Airport / Bolton Crown Court — UK

Criminals from two organised crime groups were sentenced following an elaborate plot to smuggle large amounts of cocaine through Manchester Airport. On 11 May 2024, eight suitcases arrived from Cancun, Mexico. American couriers collected five and passed them to Albanians Hallaci and Iseberi in a hotel, handing another two to Hosker — a total of 140kg. One case was left behind and opened by Border Force, revealing 20 one-kilogram blocks of cocaine, which initiated the NCA investigation. On 31 May 2024, 300kg of high-purity cocaine with a street value of ~£24m was smuggled in 12 suitcases; one successful handover was made to Creen and Hosker. Officers found in Hallaci's home keys to a Jaguar with a professionally fitted hidden compartment and notebooks in Albanian with detailed ledgers of cocaine importations — listing Bradford, London, and Birmingham as distribution destinations. Iseberi attempted to escape across his roof when arrested; Creen had an axe, knife and machete in his bedroom. Three further Jaguar cars fitted with hidden hides were seized.

Outcome: Hallaci: 21 yrs 7 months | Iseberi: 18 years | Creen: 11 years | Hosker: due 1 June

A new appeal has been launched to locate and bring to justice 12 of the UK's most wanted fugitives who are believed to be hiding in, or have links to, Spain. The campaign is run in conjunction with independent charity Crimestoppers, the Spanish Ministry of Interior, Spanish law enforcement partners and UK policing.
